Resumen
La presente Tesina titulada “Lecciones aprendidas y oportunidades de mejora a la normativa derivada de un servicio de control posterior a una Municipalidad Distrital, Lima, 2022”, tiene como objetivo general determinar las lecciones aprendidas y oportunidades de mejora del SCE de designación de funcionarios en cargos de confianza desarrollado en una municipalidad distrital durante el año 2022, la cual se encuentra enmarcada en la línea de investigación del campo de actuación de la Cadena de valor del Sistema Nacional de Control, justificándose su elaboración ante la ausencia de un repositorio de información que muestre las lecciones aprendidas y oportunidades de mejora de las distintas comisiones de control que ejecutaron servicios de control especifico.
Al respecto, para el desarrollo de la presente tesina se ha utilizado como fuente de información primaria, tanto para el objetivo general y los objetivos específicos, el informe de SCE N.º 004-2022-2-2160-SCE (Contraloria General de la República, 2022), relacionado a la designación en cargos de confianza de funcionarios públicos sin que estos cumplan con los requisitos mínimos, aplicando como instrumento de investigación la técnica de análisis documental y como instrumento la Ficha Resumen. Ahora bien, el caso de estudio analizado está relacionado a las acciones desarrolladas por la comisión de control que ejecutó el servicio de control especifico relacionado al proceso de designación de funcionarios en cargos de confianza en una municipalidad distrital, donde la comisión de control había identificado que cuatro funcionarios que ocupaban roles de confianza mantenían relaciones contractuales con la entidad a pesar de no cumplir con las requisitos mínimos exigidos para el perfil del puesto en el que fueron designados, revisando para cuyo efecto el informe emitido por la comisión, a fin de identificar cuáles fueron las lecciones aprendidas y oportunidades de mejora que permitan un desarrollo eficiente del servicio de control específico.
Finalmente, como resultado del presente estudio de caso, se ha podido identificar un (1) Lección Aprendida, la misma que esta relacionada a que la comisión de control gestionó antes del inicio del SCE la creación de la casilla electrónica para evitar retrasos en la notificación del Pliego de Hechos, lección aprendida que permitió obtener una oportunidad de mejora y proponer a la Contraloría General de la República la modificación de la normativa que regula el servicio de control especifico.
The present dissertation entitled "Lessons learned and opportunities for improvement to the regulations derived from a post-control service to a District Municipality, Lima, 2022" has as general objective to determine the lessons learned and opportunities for improvement of the SCE of appointment of officials in positions of trust developed in a district municipality during the year 2022, which is part of the line of investigation of the field of action of the Value Chain of the National Control System, justifying its elaboration in the absence of a repository of information that shows the lessons learned and opportunities for improvement of the different control commissions that executed specific control services. In this regard, for the development of this dissertation has been used as a source of primary information, both for the general objective and the specific objectives, the SCE report N.º 004-2022-2-2160-SCE, related to the appointment to positions of trust of public officials without these meeting the minimum requirements, applying as a research instrument the technique of documentary analysis and as an instrument the Summary Sheet. However, the case study analyzed is related to the actions carried out by the control commission that executed the specific control service related to the process of appointing officials in positions of trust in a district municipality, where the supervisory board had identified that four officials in trusted roles had contractual relations with the entity despite not meeting the minimum requirements for the profile of the post in which they were appointed, revising the report issued by the committee to identify lessons learned and opportunities for improvement to enable the efficient development of the specific control service. Finally, as a result of this case study, it has been possible to identify one (1) Lesson Learned, which is related to the fact that the control commission managed before the start of the ETS the creation of the electronic box to avoid delays in the notification of the Statement of Facts, a lesson learned that allowed obtaining an opportunity for improvement and proposing to the Office of the Comptroller General of the Republic the modification of the regulations that regulate the Specific control service.
